Exodus to Europe: EU doing too little in countries of origin

The EU leaders plan to discuss aid strategies for the refugees' countries of origin at today's summit in Brussels. There will no doubt be plenty of talk but little action, the centre-left daily Die Presse laments: "Austria is no exception: the funds it earmarks for development cooperation are stagnating at a low level. So far the government hasn't even announced how much (or whether) it will pay into a 1.8 billion-euro EU Africa Fund. That said, Vienna is in good company. Paris, Berlin and London have also failed to commit. Unfortunately all the EU leaders will do at the summit is spew unctuous words aimed solely at glossing over their mutual differences. Any hope that they'll do more than that is in vain."
