Reforms with pretty phrases

Hollande's reform course exists only on paper at this point, the liberal-conservative daily Corriere della Sera remarks: "The change in direction is being managed by the state and with the approval of the social partners, whom Hollande has presented with wide-ranging formulas that still need to be filled with content: a 'responsibility pact', a 'strategic council' for state tasks, a 'simplification shock'. ... At times one feels reminded of the famous Attali report [of 2010] commissioned by Sarkozy. A white paper of stimulus measures that ended up gathering dust on experts' shelves. Time will tell whether this new 'historical social-democratic compromise', which is more realist than liberalist in nature, will really break with a few taboos that weren't even mentioned yesterday, such as the 35-hour week."
