The daily regrets that Tony Blair has failed to follow up on his early calls for urgent reform of the Common Agricultural Policy [CAP], which he once described as "costly, fraudulent and damaging to the environment." "That was Tony Blair's glad confident morning (...) Rather than fulfilling his 1997 manifesto promise [the year he was first elected prime minister], Mr. Blair has boxed himself into a corner in which the British rebate is excoriated while the cantankerous CAP is left untouched. It is an astonishing fall for a man once regarded as a supreme political operator."
