Merkel's path to a EU constitution

Former EU Commissioner Lord Kinnock, one-time Labour Party leader and now member of the British House of Lords, tells Eric Frey that he opposes reviving the EU Constitution in its current form: "Originally, the constitution was supposed to make the EU more efficient and transparent. But the convention created a kind of telephone book that made Europe even more obscure. This exercise must not be repeated... We only need a rulebook on institutions, voting rights and other procedural questions. This would not alter the essence of the EU. That kind of contract should be short, simple and sweet, and could be ratified in most countries by their parliament, without a popular vote."
