Corrupt hospitals against chip cards

The introduction of a health insurance chip card has already been delayed for several years in Bulgaria, the daily Sega complains and says civil servants and hospitals are blocking the measure in order to continue siphoning off funding from the state-run health insurance schemes with impunity: "Naturally there is no absolute protection against fraud and the chip card won't prevent money from being embezzled from the insurance schemes and people from cashing in on inactive members. But they can at least limit these activities. ... However the only people who have an interest in the measure are the citizens. But they don't make the decisions. And the others - the hospital directors, officials and politicians - prefer to line their own pockets by using all the possibilities for diverting money away from the health insurances."
