Female quota as an interim solution

The government and opposition has presented the Italian Senate with a draft law they have jointly drawn up on obligatory quotas for women on the management boards of public and listed companies. The liberal-conservative daily Corriere della Sera finds the quota is certainly worth considering: "A small dose of incentives won't work in a closed society. A blocked mechanism can't be unblocked with soft strategies. By contrast an obligatory quota - with a legal deadline and legal sanctions - would bring about a sudden change. It is a temporary means for correcting historical asymmetries in the balance of power, which can be revoked once the balance has been achieved. ... The quota establishes the prerequisites for the equal opportunities which must be the goal of a liberal society."
