Rape as a means of waging war

Leire Pajín, Spain's Secretary of State for International Cooperation, points out that peace-keeping troops have never been adequately trained to prevent systematic mass rapes such as those which have taken place in the Democratic Republic of the Congo or Liberia: "The data on sexual violence is alarming. More than 27,000 rapes were reported in Südkivu [a province in the Democratic Republic of the Congo] in 2006. ... Finding a military response to this systematic sexual violence presents a challenge ... because as an instrument of war it is very difficult to stop through conventional methods. ...The rape of women is a method of war that cannot be prevented by collecting weapons."
