Democracy must abide by certain rules

In Bulgaria a law will go into force on March 10 limiting the use of electronic data for investigations into serious crimes and barring the authorities' access to such data. The daily Dnevnik writes: "The Interior Ministry has protested against the bill countless times. Even President Georgi Parvanov has said that limiting access to the data will impede criminal investigations. ... It would be interesting ... to know why people believe the police had hitherto had free access to electronic data, and that that is how things are in Europe as well. None of our laws has ever given the authorities such powers. Clearly even today, two decades after the end of totalitarianism, the police is having difficulty understanding that you must abide by rules in a democracy."
